PEP is showing up a lot in the text, I'm pretty sure it's this:

I have left it as PEP, and I'm pretty sure I don't have the first mention (I think I got the end part of the doc). I would agree to add a note such as PEP [Pemex Exploration and Production] at first mention as you say. Do you have the first mention?

What about "PEA", did you find that?

I don't think we have to worry too much about PEP. I don't check, but I think they might even be the author. It seems like this should be fairly obvious in the context of the industry (working in Mexican oilfields).
